Family Permit/Resident Card/Housing Benefits

Hello Everyone,
I got resident card on behalf of my Netherlands citizen dad in july 2011 and we both are living. In Jan 2013 i got married and applied for family permit on my behalf and visa rejected in Pakistan. They said she is not financially dependent on me i got 25000 pa salary and provided all necessary documents now it is on appeal.
My question is that any chances for appeal to approve?
Secondly my dad wants to get housing benefits should he go for it? because his documents were sent with my application as well.
Please advise on this.
