Moved to uk 2006 ror 2011 apply for pr march 2013

Hi guys.I have applied for pr march 2013 and it's only three weeks left to be 6 months since I have applied.i have phone the home office but it's the same answer its not on the final stage yet. Can some one please send me a link were does it say that a decision should be made in 6 months time?cos they told me that sometimes. It take longer then 6 months.i want to rite them a letter to poind that they should make a decision under eu law within 6 months. If anyone can help and it will mean a lot.thanks in advance
