How will home office contact me RE: reconsideration request

Does anyone happen to know if the home office will contact the applicant first if they decide to overturn their original decision during a reconsideration request while an appeal is pending?
Just received a card in the post that an A5 letter could not be delivered as the proper postage was not affixed and am wondering if there is the off chance that it's something from the home office regarding the residence card? Or is it wishful thinking?

pay the money, get a reciept, and bill it to the UKBA if it is to do with your case

So it wasnt from the UKBA. But of course, after waiting 4 months since the appeal, definitely on edge:((
