EEA2 application and NIN

Hi all,
I am an EU citizen working in London since january. My wife, a turkish citizen will join me on November since she had to stay back to finish her PhD. In the past I also lived and worked for 6 years in Turkey.
As she'll come we are thinking to apply directly for EEA2 (and EEA1 for me).
I have a couple of questions:
a- If she wants a National Insurance number, does she have to wait to receive her passport back from Home office? Do you recommend to apply for NIN before apply for EEA2? It 'll cause us a delay of approximately one month. Can she apply for NIN with COA?
b- Instead of my passport, can I send to home office my Identity card. Does it make any difference? I entered in the UK last time using my passport.
c- Can I ask with my application our passports to be sent back to us directly along with COA?
d- I will include in my application the residence card that I had, proving that I lived in Turkey for 6 years and our marriage document. This should be enough for them to dont ask anything else. It was enough for them to issue two times EEA FP as well without problems. We are married since 2005, do we need common bank account in UK, common rent agreement etc???
