Applying for citizenship after 6 years

Hi All,
I got married in 2008. But my husband hasn't been exercising treaty rights within first 2 years (and there is no health insurance to cover these years), till September 2010 when he started to work as self-employer.
The question is can I apply for citizenship in 2014 (5 years since we are married) or only in 2016 (5 years as he is working)?
Indeed I've got EEA2 and will soon apply for EEA4.

September 2016 . But you can apply for PR in September 2015

I suspect the EEA4 will be refused (as he didn't exercise treaty rights for 5 years).
If you are lucky and it will get approved, you can apply for citizenship 1 year after PR card date of issue without showing the treaty rights evidence again (so no questions rised).
