Spanish man arriving with Brazilian wife.

My brother has Spanish documentation (EEA passport) and he lived in Brazil during all his life. He married a Brazilian woman in May 2014 and they will be moving to the UK in September 2014. They will live with us in our house (EEA Spanish male and UK female) for a while so they can help us with our kid as myself and my wife want to get back to work full time for some time. They will bring marriage certificate, wedding photos/video, good amount of cash, all possible documentation and university certificates. They will also look for work in England.
My questions are, what kind of visa would my brother's wife need? She needs to get in and be able to work. If she needs an EEA Family Permit, when and where does she need to apply? Can she get through airport without that visa or she needs some sort of visa even though she will be accompanied by my brother who has an EEA passport?

As she is a non visa national she won't need a visa to enter the UK but having an entry visa (EEA FP) makes life easier in the UK until she applies for the EEA2 (5 year Residence Card). She can apply for an EEA FP from her country of origin, this link explains it...
