Travelling using EEA Family Permit

Hi,
I have a few questions regarding the EEA Family Permit that has been granted to my wife.
I will give a few details of my situation before the questions:
I am French national living in the UK for many years (as a Permanent Resident)
My wife is a Non-EU national.
We applied for a EEA Family permit and it was granted to her.
The permit states that it is valid for 6 months and the expiry is given as 7 November 2014 (which is 6 months from when it was granted).
Our intention is that she will come and join me here in the UK, and as I am a Permanent Resident here, the plan is for her to settle here with me (so we will apply for a Resident Card for her when she gets here).
Due to various reasons, she was not able to travel on the EEA Family Permit at the time it was given but it now looks like the earliest she will be able to travel to the UK will be about one week before the EEA Family Permit expires.
Questions:
1) Does it matter that she will be traveling to the UK close to the expiry of the Family Permit, probably about a week before it expires? Is she likely to face questioning, or possible entry refusal for the fact that she is traveling to the UK right near the expiry date of the Family Permit, considering she had 6 months to enter the UK?
2) As the intention is for her to settle and live with me (as we are husband and wife), if she is questioned by border staff on landing at Heathrow, does she need to state that she is coming to the UK to settle here or just to visit her husband?
3) Some people have told me that if she is allowed into the UK she would need to leave the UK before the Family Permit expires, as she can only stay as long as it is valid. Is this correct? If so, are they likely to refuse her entry at the airport considering she would be traveling on a one-way ticket and so close to the expiry date of the Family Permit (even though still traveling withing the validity of the Family Permit)?
4) Would she be allowed to work if she is living here on the basis of a EEA Family Permit? Are there any kind or restrictions on work that she can do, or the hours that she can work or earning limits?
5) To what extent would she be able to use Public Services, if at all? Services such as NHS, benefits, education system? (She has no plans to use these, but want to know where we stand)
