Eea family permit refused in france

Hi there,
I am a british citizen married to a non eea national. We have been living in France since March 2014 and I have been in work since 1st of Nov 2014. I applied for eea family permit under Surinder singh for my husband on 30th jan 2014 but it was refused after 5 wks.
The reason it was refused because:
We were staying at my cousin since I moved to france. We were not paying any rent.
I still have an Address in the UK.
Since I was not working full time and I was received a salary less than the minimum wage ( smic).
Also 3 months in work was not enough.
Other than that all documents were fine !!!!
Anyone can help would be appreciated ! Can we appeal to the case ? Or write a letter of consideration?
