EEA2 Resident Card

Hi I applied for a EEA2 residence permit card on behalf of my Real Blood Uncle he is German National and he is living in UK since from 2011 and working as well. I came as a student and then in December 2014 I applied for EEA 2 Residence Card on Behalf of my uncle. Home Office send me the acknowledge letter in the first week of January 2015. But they did not send me the Certificate Of Application as now its been 5 months since from when I applied for the residence card and also they did not send me any reply or progress of my application. Can anyone Help me Please with this issue Many Thanks.
