EEA family permit

Hi,
Does the UK recognise the Spanish "pareja de hecho" as evidence of a relationship to a EEA family member?
I am an Australian and my partner is an Italian citizen. We have a Spanish pareja de hecho.
Will this satisfy the requirement for the EEA family permit to the UK?

It seems from online research (links below) that a "pareja de hecho" is a registered live-in relationship and would not necessarily count as a marriage or a civil partnership.

However, if you can prove a "durable relationship" with your partner, you will be considered an "extended family member" for the purposes of the EEA Regulations.
The UK interprets a durable relationship as having lived together for two years in "a relationship akin to marriage". Proofs required will be joint bills for the last two years, etc.
Can the mods also move this thread to the EEA Applications sub-forum?

Although we've lived together for a while we've never had either of our names on our leases/bills. Our accommodation is covered by others. Is there a way around this?

Do you have any bills and/or bank accounts in joint names? Gas, electricity, water, etc? That helps.

Nope, nada. I haven't been eligible for a bank account in the places where we've lived.

To get into the mind of a HO caseworker you could do worse than review relevant HO guidance on this matter:

Note comment on page 15.
Also note this is not strictly EU law, this is a HO wrapper around it.
(It is also, somewhat controversially, simply based on UK immigration law).
