Croatian national coming to UK

Hi
One of my friends who is Croatian and living in Croatia.
She is thinking to come to UK hopefully to live in UK.
Can you please tell me on what route she can come in?
Is Croatia in EEA ?
If so can she travel without any restriction from UKBA?
I would appreciate your honest opinions and answers.

How long would she live in UK?

She can live in the UK for as long as she wants.
Yes, partner should apply for a EEA Family Permit.

For FP see:
https://www.gov.uk/family-permit/overview
(you could have googled it btw)
Non-EEA national needs to apply for FP before travelling to UK (unless they have an Article 10 / 20 Residence Card from a.n.other EU country).
I don't know much about Croatia but here's more information on free movement to get you up to speed:

Provided the Croatian national Is exercising treaty right.
Currently they are not entitled to work without permission

Is that after once she is in UK?
I am bit confused ,
Can she come come to UK with her dependant and non EEA spouse at same time to UK?
if they are allowed on what basis they are allowed to live in UK ?
I think they have some money as savings to survive without depending on benefits.

Self-sufficiency requires the payment of Comprehensive Sickness Insurance.

Thanks for the link.
I understand that they need yellow or blue certificate in order to work.
Can they apply after coming to UK?
or before?
CR4 for Non EEA family of Croatia. Does this need to be obtained after coming to UK?
Can it be obtained with out Yellow/blue Certificates ?
