Application Refused, Not done Biometric, have re-applied

Hello ! I applied for a resident card in July 2015 but I got the rejection letter in November because I did not do biometric information . In letters written to the Home Office sent twice but I did not get any. Now I have sent the application back and wait to receive the letter to make biometric information . What can I do to get this letter to the safe where I live ?
