Missed Biometric enrolment due to delivery failure

Hi everyone,
I submitted an EEA (EFM) application while my partner submitted EEA (QP) 25 days after the expiration of my student visa. This was last year November. The application was returned December 21,2015 as invalid. we were told that my partner did not authorise them to take money from her account despite filling her bank details. We re-submitted the form the following day filling the payment page again and supporting the application with a letter asking for my partner registration certificate (as she's Polish) and residence permit for me.
December 30, 2015, application fee of £65 was deducted from my wife account and mine was not deducted. Earlier this year, we got married and I submitted another application (EEA-FM) quoting my case number on 14 January, 2016. Ever since, I did not hear anything from the HO. We called the HO about 5 different occasions all to no avail until 1st of February, when one of their call centre guys advised us to re-send the payment slip quoting our reference number. I did this as well but still no change.

This morning, I called the Bristol office of the Home office and ask them about my case, to my surprise, the operative told me letter for biometric enrolment has been sent since 14th of January, I told her I have not received this, she said there is nothing she can do, than for me to cintact EuroBiometrics@homeoffice.gsi.gov asking for a reschedule of biometric enrolment. I did but received the message below:
Thank you for your email to UK Visas and Immigration (UKVI).
If your enquiry is regarding a biometric issue this will be dealt with in the agreed service standards timeframe.
If your enquiry relates to any other issue please go to:

Please note, we will not reply to your email, and it will be deleted.
I do not know if this has happened to anyone before. You advice will be highly appreciated.

Best bet may be to sit tight and wait for second-chance invitation to enrol biometrics in the mail.

Do you have a shared letterbox, any track record of other mail going astray?

Thanks for your response. The mailbox is exclusively for my flat and I an the key holder. My wife is nearly paranoid as she even checks the mail box on sundays.so I am sure it was not delivered.I sent a mail to the public enquiries mailbox explaining my predicament. Still waiting on their response.
