I was hoping to get your help regarding a friend of mine.
He has Spanish citizenship and will be relocating with his family in UK.
He has been offered a permanent contract from a company in London, good salary hence they are all thinking to relocate.

Children have the EU passport, but the wife will need a visa.

Can she apply for the equivalent of EEA2 visa from the home country before her husband moves to UK?
Or do they ned to wait for him to get the residence card and after 3 montsh in UK?

No.
Wife will need FP to gain entry to UK.

Then she may apply for (optional) RC once sponsor/spouse is exercising treaty rights as a qualified person in UK; eg worker.
