EEA Family Permit Dutch Citizen

hi all,
I have been reading many topics but some of my questions are still unanswered and i hope you can help me guys.
I am applying on behalf of my partner who is living in iraq for an eea family permit because i am from holland. i am living and working in the uk. i have collected all needed proofs in terms of our relation, my work, our accommodation, marriage certificate etc. But the problem is with the Visa4UK form. its very complicated, i have understood that english language is not required as this stage however they do ask whether we can proof the english language. and secondly the permit should be for free but when i proceed to book an appointment i have to pay $900. Am I doing it right? I am really confused.
