EU Marriage Help - Appriciated

I'm a Asian national who came to UK 4 Years ago. Since then Colleges have been closed and I had so much trouble. However I managed to stay legal. Now I have applied to FLRO and it Got Refused and Applied to Judical Review. And My JR application is pending.
1) I would like to know if its possible someone in My Situation to get married to an EU Citizen
Any advise would be appriciated

1) Did you have anyone in mind in particular?

To which court/tribunal have you applied for judicial review to? Your Section 3C status will continue till the Upper Tribunal rules in your case. During any further appeals, you are classed as an overstayer.
Marriages where one applicant is a non-British national are subject to greater scrutiny to look for signs of sham marriages. To begin with, the Home Office will almost certainly increase the notice period for your marriage from 28 days to 70 days and you and your intended spouse will be called in for interviews about the time you have spent together. Any discrepancies in the answers will lead to a refusal of a marriage license and you are likely to get deported if by that time, the courts have ruled against you.

As the OP has gone directly for JR and not an appeal to the tribunal, is 3C still engaged?
I suspect the FLR(O) was a fluffy application trying to buy time, although OP only been in UK for 4 years so not sure what grounds FLR(O) could have been submitted on.

....and not half as fluffy as an application relying on a sham marriage!
