Loss of Passport and EEA residence Permit in post

I made my application for EEA residence permit in December 2014. Me and my wife (Portugese national) had to provide UKVI with more information and also been to the interview as they requested and it was duly done too. We were waiting to receive the decision after interview but did not hear anything and were only given any info after the 6 months period was over to find out the decision was sent and we missed it. After numerous calls, emails and online requests they did send us the decision (August 2015) only to find out all my Passport and EEA residence card was missing. On both occasions Royal Mail missed us and there was no delivery note, the second time we were provided with Tracking number by UKVI, otherwise that would have been a miss too (we manage to request for another delivery through Royal mail). After numerous complaints, follow up complaints to Royal mail and UKVI in which none of these organisations took any blame, sending me back and forth I have now applied and obtained an Indian Passport which cost me £200 and its only valid for 2 years. In the meantime I managed to confirm my status through our Local MP and now I am trying to get my EEA status transferred to my temp passport only to be told I will have to make new fresh application which could take another 6 months plus fees and stress that comes with it. Me, my wife and our families have gone through an immense stress for the past 16 months with no hope from anyone. We havent been able to travel, change employment, enroll for any courses and even visit our home (India or Portugal).
This is perhaps our only hope for any advice as even the Citizens Advice bureau havent been much helpful. Me and my family will really appreciate any help. Thank you.

Well you can get new passport, and write to the Home office, that due to the error on their part which resulted in the misplacement of your documents , perhaps an expedition should be granted.

I once received a Permanent Residence Card on behalf of someone, which was half damaged, I wrote to the Caseworker directly with the passport, and she issued a new residence card in the new passport, without the need for a new application.

You could make enquiry as to the name of the decision maker.

Thank you Obie for your help, I was wondering if it could be safer to write to my Local MP and request him perhaps to get this done for me as I am really worried to send my passport to UKVI and they may not respond as they only respond to complaints (due to there immense workload) & my new passport could be lost and they may not respond to me either. During the past 6 months they have only responded to 2 of my complaints and not to the request I made to confirm my current status as there was no obligation to them to do so. None of these information was loaded on my profile either.
