EEA FP for elderly father

Greetings,
I'm looking for some experience or advice on the above topic. I came to the UK with an FP a few years ago and now have my EEA passport, albeit less than 2 years old. I'm looking to apply for my non eea dad to join me permanently in the UK as he is elderly and ill. There are no siblings or close relatives to look after him in my country of origin, and i learned recently that he'd been hand to mouth, and had kept this from all of us.
Question - in putting thru an FP request, can we argue physical as well as financial dependency? We've sent very little money in the past as we were not aware he had financial trouble and his doctors have stated that his quality of life has been impaired due to recent illness.
Has anyone here been succesful with this type of application and can therefore offer some advice?
