EEA2 (FM) dilemma: to apply before the UK referendum?

Hi all,
I came to the UK with a family permit. I am planning soon to apply for a RC while my EU husband works in the UK.
We were thinking to send our documents before the referendum in June however my husband works here only 2 months and therefore have only 2 payslips.
As I think it might be not sufficient for Home Office, maybe they expect at least 3 months work proof.
If I wait till he get his 3 payslip it will be after the referendum, however no one knows what will wait EU nationals and their non-EEA family members after it.
1. Are 2 payslips enough to apply for RC?
The original job contract of my husband has only a signature of a manager, no company stamp, will they accept it?
My husband also got his NIN after he got his first salary, so he informed his employer about this number and by some mistake in his second payslip the system again just printed his birthday date as in the first payslip, in the spot where should be written NIN.
So by these payslips it looks like he does not have a NIN at all.
The employer said that they can only fix this mistake in his next payslip which he will receive in the end of June, right after the referendum.
2. Is it a problem that in both payslips from employer is not shown his NIN?
It would bother me less but the official paper from a jobcenterplus (came by a postal mail) with this number somehow doesn't look official at all, it even has no signature or a name of whoever issued it.
To be precise it is written in this letter at the bottom: "Yours sincerely" and then a big gap (where usually is written some name in normal letters) and below "On behalf of Manager" -- and all without any names or stamps or signatures of any manager.
3. Is there any sense to enclose together with my application such a letter with NIN that came by post without any signature or a name or a stamp on it?
Is this is a normal or I worry too much?
My logic is that I could very easy type such a letter myself on a computer and print it, how can I prove anything with it? Such an official letter with NIN bothers me a bit.
I noticed that in the UK they don't like to stamp official documents which brings thoughts of them not to look original or real, in my opinion.
Another issue is that in 2 different branches of HSBC they refused to issue bank statements with stamps on them saying that they don't do it for a long time in order to prevent misuse of them or frauds.
4. However my concern is that Home Office could refuse my application because my husband's bank statements has no stamps.
Besides that the statement that they printed in a bank wasn't even signed in front of us because it already contained some digital signature inside of their system. Will this be acceptable for Home Office?
Do people in HO even realize that now in the UK many banks do not stamp bank statements or they just use this issue as an excuse to refuse applications by EU route?
5. Is it better to apply now before 23 June with the documents I have now (without stamps on bank statements and a signature on NIN letter from a jobcenterplus and only 2 payslips without written NIN there) or to wait till the end of month and see what happens plus I will have 1 more extra payslip in my hands by then, hopefully showing NIN this time?
I saw the statistics of refusals for RC to family permit holders, and I just really trying to consider all possible details in order not to give HO reasons to refuse our application.
6. We decided to apply together (EEA2 (FM)+EEA1 (QP), so we have to fill 2 separate applications and attach the same evidence that my husband exercises his treaty rights for both applications? No need to make extra copies for each application?
I read that they want original documents only but when I applied for a family permit they never returned me any originals even thought I enclosed also copies of them.
7. Does this mean that Home Office will keep originals like a job contract of my husband, his bank statements, payslips, rent contract, so on?
