EEA Resident Card refused

Dear All,
My EEA RESIDENT card application has been refused today on the basis of I not providing the PASSPORT.
I kept the passport with me in case I need any emergency travelling to my country pakistan to see my very old parents, and I gave them my EEA DUTCH RESIDENT CARD and my DRIVING License as alternate proof of ID, but still they make up the reason and said we can not accept Dutch Resident Card as proof of ID and denied my application without asking me passport again before refusing.
How can they deny my application while I gave them my same level EEA card from the other EU country (Netherlands).
Also they said that " As you appear to have no Alternate basis to stay in the UK you should now make arrangements to leave. If you fail to do so voluntarily your departure may be enforced. "
How can I leave my EU citizen wife here and leave the UK while we are legally married and living happily and I also hold DUTCH RESIDENT CARD.
Please can anyone guide me further that will I still have to leave UK even my wife and I am living here and my EEA Citizen wife is properly working and paying taxes.

What is that Netherlands card you submitted?
Is it a domestic-issued Netherlands RC?
If so it is not an id card.
A RC is only ever a
confirmatory document and only valid when issued;
the fact you are now residing in UK shows that the Netherlands card is probably out of date as it no longer reflects your true status.
You need to have submitted one of the following as per FM guidance:
Your valid passport, travel document or (if you’re an EEA national) national identity card
You could have requested your passport back after first submitting it with your application.
A Netherlands RC (if that is what it is) does not grant you any rights either in Netherlands or in UK.
However, if you have an EEA sponsor/spouse who is a
qualified person (for example, working) then you have a right under EU law to reside in UK.

Yea I gave Resident Card issued by Dutch Govt as a family member / spouse of EU citizen who was living with me in Netherlands. My wife / spouse is italian and I got the same EEA / EU Resident Card from Netherlands.
But last year we moved to UK and I applied my EEA RESIDENT CARD here in UK again and they refused bcoz of not giving the passport.
I basically kept the passport for emergency travelling. But HOME OFFICE before refusing did not even send me any letter that they gonna refuse the APPLICATION if I don't provide PASSPORT.
They just refused the App.
Now what is best to do? As my wife is ITALIAN and living with me here in UK and she is properly working and paying taxes.

The application will be refused if you don't submit adequate supporting evidence.
A RC from Netherlands has no value within UK.
Suggest reapply, this time send in passport.

Yes I have sent the fresh application today, with same complete old docs. and this time I have included my PASSPORT too as I don't wanna take any chance now.
I have sent.
My passport
My wife passport
her Job contract
her salary slips
our marriage certificate
and I am further planning to send some more supporting docs. such as our pics AND her bank statements on this address and my license again etc.
What u suggest.
Also what u suggest how long will it take this time as my case was denied only due to passport and I sent the passport now already with new application.

The FM guidance is very comprehensive and quite clear:

As well as proving identity with passport don't forget passport photos.
Make sure to include evidence of living together with your sponsor (assuming that you do co-habit).
As well as some personal photos including examples of official letters/documents.
The application will be treated as a fresh application so could take several months.

I sent the passport sized pics of me and my wife but forgot to write the name behind .. shud I send the pics again quickly with name on behind ?

I forgot to write names at the back of the passport sized photos

what do I do now?
Send photos again seperately? and also I made on page 16 of APPLICATION FORM a small correction by cutting a word and writing correct word next to it. Is that OK ?

If only the 2 applicants (and no other family members included) it should be clear which is which.
But for completeness you can pop replacement named photos into the post.
