Can i travel.without passport?

Hi currently I am waiting for my court hearing date because my eea2 application was refused.
This is the third time I applied and third time rejected because they think it's a marriage of convenience.
My question is that can i visit my family in India?because it's been more than 3 years I haven't seen my family and from last three years my passport is with ukba.
My friend told me that he know someone who had similar situation and he got a travel documents from ukba and visited his family while his application was still pending.
I want to visit with my wife and my son.
Please guide me if you have any info about it.
