What visa does he have? Spouse settlement visa?
How long has he been in the UK on a spouse settlement visa (if this is what he has)?

Exercising Treaty rights:
1. Working, employed or self-employed
or
2. Studying, while holding Comprehensive Sickness Insurance (CSI)
or
3. Not working but self-sufficient, while holding CSI
or
4. Job seeking during the permitted first 3 months

His next step is to apply for a residence card. I'm not sure whether he should delay until you get a job. If you do not have a job, he will need to supply strong evidence that you have a "genuine chance" of being employed. The big question is whether he will get a 'certificate of application' (CoA) that indicates that he is allowed to work. If the preliminary assessment of your submission does not suggest that you have a genuine chance of being employed, he will not get such a CoA, and will be unable to work after his family permit expires.

Legally, there is no requirement for you to apply for a 'registration certificate'. However, given that the current plan is for the UK to end free movement with the rest of the EEA, it may be useful to obtain one as soon as possible. You've obviously missed the potential key date of 23 June, but some people have been suggesting a key date in September, when the new prime minister is (effectively) supposed to be chosen, and British withdrawal from the EU is most likely to be declared.
You and your husband can apply together; the most difficult evidence to provide will be that you have a "genuine chance" of getting a job.

Hello Richard thank you for your reply
Is it this link ?
https://www.gov.uk/government/publicati ... orm-eea-fm
If I understand there is a risk for my husband to be refused if I don't find a job, but if he find a job is it changing something in his situation when he will apply ?
Best regards

Yes, that's the link for your husband to apply. I got it wrong

, it's the PR form which supports joint applications. I'm not sure how you should apply at the same time as your husband. Perhaps someone else can advise?
Legally, whether your husband is working should make no difference to his application. His right to work depends on your being a qualified person, and I believe your being a qualified person while still looking for a job ultimately derives from case law rather than the free movement directive itself. Some of this case law has been incorporated in the Immigration (EEA) Regulations 2006.

Hello Richard I think I can also apply with this link
How to proof in being a qualified person bring added value with foreign languages per example ?

The ability to speak foreign languages won't strengthen the application.

In this context (EU migration) '
qualified person' does not mean having qualifications.
Get up to speed on the requirements for
qualified persons here:
https://www.gov.uk/government/uploads/s ... _clean.pdf
Good supporting evidence will be required to back your case.
Ideally jobseekers should be registered with
Job Centre and also be able to show they have a
genuine prospect of work.
Are you and can you do that?
Due to
Brexit, 'his and hers' RCs are probably a worthwhile investment in case the
British sense of fair play eventually comes up with any transitional arrangements for those still 'in flight' on the EU migration route.
The form linked above is for FMs (only); Union/EEA citizens use form EEA QP.

Yes registered on the job centre and universal jobmatch
Looking actively for a job
So the link above is for my husband non european citizen and the eea qp for me a european citizen ?

If you are a qualified person then hubby as your spouse can work.
He may face a challenge convincing an employer of his right to work but he has it as long as you are exercising treaty rights.
