Comprehensive Health Insurance for family member

Hello, I am getting a bit confused and it seems there is no info in regards to my question. I am EU national and recently applied for residence card. As I am in full time employment I assume I don't need CSI. My husband is from india and he will be applying for residence card as a family member. Does it mean that he wont need CSI becuse I dont need it as self employed?
