refused residence card application and family permit

Hi,
We are currently waiting for my wife residence card. I might quit my job before getting the residence card (as mentioned here : http://www.immigrationboards.com/eea-ro ... 14781.html)
As we are planning to leave the Uk for 3-4 month and come back, I would like to know that if the residence card get refused for this reason, can my wife still get a family permit from outside to come back to the uk? Or is there a chance that the residence card refusal affect the family permit application?
if my wife can come back to the uk, would the first refusal affect the result of a new residence card application ?
