Why HO holds passports back?

Hi guys,

can anybody explain why the Home Office holds the passports for so long during the EEA2 application process and why they sometimes refuse to send them back?
What can be done in order to let HO overthink that decision in case there is an urgent travel?
Did anybody succeed in that?

I hope somebody can shed some light into this subject.

One demographic who don't have passport returned seems to be non-EEA nationals who have no valid FP or current RC.

Yes, I've applied as the married partner and father of EEA citizens (wife and kids) and I came on visit visa, the Home Office issued a COA with right to work. However, I need to travel urgently due to business needs. Is there any way to convince the Home Office to send back my passport? I would then apply for FP in order to be able to come back to UK...
