Hi all,

I applied for EEA PR on the 8th of August. The application was refused and sent back to me yesterday as the bank did not clear the payment of fees to Home Office due to the bank’s fraud regulations so I attached a postal order with the fees, renewed what was needed and sent a fresh application today.
While I was rushing to send the new application, I forgot to add my sponsor’s new job details which she started after the 8th of August, which is the date the first application was sent.

Is this considered a change of circumstances and should be informed to the Home Office? If yes, how can I do that and will it affect my application process timing?

Yes, notify such a change.
HO may contact the (old) employer and may refuse you if they can't trace sponsor's current employer on the basis that she does not appear to be a qualified person (even if she is).
Its happened before.

Write to HO cross-referencing your application (if you have some reference id number from HO) or else identifying it by name, DoB, address, nationality, gender & etc.

Is there a form to fill or just write a letter with explanation?

There's no form - a letter will be fine.

My understanding is that's the address, (same as for applications).
HO internal mail should route it to wherever its supposed to go after that.

So I should write a letter. explain the situation and attach employer letter to it and that's it. Would that delay my application?
