Biometric enrolment - does it have to be within 15 days?

my durable partner received a letter today about providing her biometrics for a pending UK RC through a EEA FP. Letter says it has to be done within 15 working days. What is a valid reason not to do it within that time frame? My partner is travelling now (on her other passport) and will not be back in the UK in time.

15 days from when the date letter is sent out to. Why can't he just go the nearest Post Office and do it straightaway so the whole process is not delayed.

as i mentioned, my partner is out of the UK at the moment and will not be back before the 15 working day window closes

Just ask him to write to them quickly with his reference number on their letter sent to him and state the reason why and let them know when he will be back in UK to send it to them. He should be okay and is better not to get back to them.

If the first biometric appointment isn't attended a second letter is generally sent.
