EEA Family permit or Normal Visa !!

Hi all,
Am French citizen living in the UK ,want my Non-EU mother(From Africa) to visit me for a short period of time So which route should i follow normal Visa application or EEA family permit can work here!!

If mom is dependent on you for essential daily needs you may shoot for a FP.
Otherwise, standard visit visa.

So, in this case, normal visa app.???
