Permenant Residence card refusal appeal?

Hi my partner a eea national applied for PR and got refused due to lack of evidence initially supplied. We now have all info needed as she worked 6years already do we appeal or re-apply? Which is better. We have all bank statements , payslips , contract of employments, letter of employers an 6 years worth of p60

Re-apply. Appeals can take many months sometimes a year.

The problems are usually with oral appeal. Paper tends to take month and weeks than year.
