Moms EEA Family Permit refused

Hi guys I am sure you can help me and thanks in advance.
Applied EEA FP for my Mom in home country,haven't seen her for about 4 yrs,within week of applying refused and shockingly leaving me in pain.
Please help with advise and guidance to make it happen .

They just writing that are not satisfied if she is my mother?
We provided them with birth certificate but they writing that we didn't provided possibly historical and DNA evidence to prove and wrote not satisfied she is my Mom,provided them with solid proof of financial dependency for more then 2 yrs and they said not satisfied.
I provided them with EEA registration certificate ,passport etc.
What to do?
I wasn't able to attach the decision ? Can attach copies if know how to do it.

What else did you submit as well as mother's birth certificate and passport?
Is it an original certificate or late-registered one - or a fresh copy?
How about your birth certificate?
Are you married?
Is mom listed on your marriage certificate?

Thanks, Btw I provided them with my birth certificate original issued by local authority in that country,I provided proof of address,passport attested copy,registeration certificate EEA ,payslip,more then two yrs proof of dependency with slips,actually I'm married but In UK they write only the name of father on marriage certificate,My Nationality is Finnish and Mom has previously visited me in Finlanad and proof was provided to Case worker.The only think that have shocked me that they writing they don't believe she is mother?thats absurd.
If you need copy of the decision I can send the attachments if allowed.

Without telling us what they are, are names related to each other by a papertrail?
What is wording of refusal (omitting personal detail)?

That Refused because don't meet the requirements of regulation 12 of if the EEA regulations 2006?
If that helps , I don't want to appeal any other way to make them right decision? Thsnks I'm advance Noajthan:)

Reg 12 - can you be more specific?
Where an entry clearance officer receives an application under paragraph (2) he shall undertake an extensive examination of the personal circumstances of the applicant and if he refuses the application shall give reasons justifying the refusal unless this is contrary to the interests of national security.

Yeah thanks ,btw if you guys allow meI can attach the decisions copy? So you exactly know how desperate they were to refuse and have made even mistakes in writing.? Please?because that will be more convenient and you can read the whole decision .thanks
