Can I apply for permanent residence few months before 5 year

Hi guys,
I am currently holding EEA family residence visa which completes the 5 years in April 2017, can I apply for permanent residence now or do I have to wait till April 2017

On what basis do you hold EEA RC? Who is your EEA/EU sponsor?

I am married to European and also she holds herself the permanent residency.

Yes if only you married in UK and your marriage is 5years at the time you are making the application. Also you need to provide your EU spouse confirmation of PR CARD that you mentioned hope it was issued less than 2 years and provided your spouse never lived outside UK for 2 years of having the PR CARD.
Otherwise, you have to live in UK for 5years before you can apply. I guess you are asking because of (Article 50 of Lisbon Treaty) if yes try to get Night Nurse tablet and relax, but with you post I don't see it affecting you except the point above.

Its not a 'visa' and its date is irrelevant.
How long in UK?
And sponsor?
When married?
What is sponsor doing?
Enjoyed any absences?
