EEA2 passport expired

Hello

I have a situation at hand.
I am non EEA family member of an EU citizen.my family permit expires soon
And my passport is expired already . my employer cant start me off on work until i get a valid passport and start processing my eea2.my passport is being renewed but my consulate is having inadequate supply of passport booklets therefore my renewed passport ,which usually should be returned to me within 7 days , nobody knows when it will be renewed and sent to me.they said it could take 2 months. So my worries now is
1) can i apply for eea2 before my FP expires and without a passport explaining the situation to them?
2)can i apply for eea2 after my FP expires?
3)can i stay in the UK even after my FP expires (without RP)?

1) Unlikely, as you need to prove your id.

2) Yes, RC is optional anyway.

3) Yes, if sponsor is a qualified person. There is no 'RP' its RC, and its purely confirmatory - it doesn't grant any rights.
