Non Eu family member

Hello all,
I appologize if I post in the wrong section but I hope someone can guide me to right direction.
My non eu friend recently got permanent residence as a wife of eu citizen with whom she is now divorced and who (the husband) lives in another non eu country. She now would like to bring her non Eu daughter to UK. Would it be possible and how it should be done?
I dont think she can apply under EU law because my friends husband is not related to her daughter and also he doesnt live
in the uk...is there any other way? Or she should apply and wait until she gets British citizenship and then apply for family permit under UK law? Many thanks in advance

How old is the daughter?

Your friend can only use the UK immigration route.

Should she get family visitor visa and then apply from within UK
for indefinite leave to remain as a child under 18?

One cannot switch to settlement route from a visit visa!

Sorry, I meant "family of a settled person visa"
