PR for non-eu spouse proof of living together eea route

Hi all
I'm putting all my documents together and applying online as it's now possible as eea national with non-eea spouse for PR. My spouse is a house wife and only proof she has is bank statements, letter from gp that she's been registered with and some NHS letters. The wording of new online application is as follows.
Proof of living with your partner - for example,
utility bills, mortgage or tenancy agreements,
and NHS letters showing you and your partner
live at the same address
Any ideas what they mean by that? Thanks
