EEA, treaty rights?

Hi there,
Can my mother be my sponsor for my PR application, when she herself does not have treaty rights but derives (if that’s the right word) her treaty rights from her husband (my father)?

Is it your father that is the EU citizen (what nationality)?
What is your mother's nationality?
Does she have PR?
Only an EU citizen (but not British) can 'sponsor' you.

Both my mother and father are German and nope neither of them has PR at the moment.

Either parent can sponsor you if they are a qualified person and you meet the requirements.

That's what I'm confused about - can my mother who hasn't herself been exercising treaty rghts due to taking care of younger child be my sponsor? Keeping in mind that my father has been exercising treaty rights.
I know it could be easier to have my father as my sponsor however is there a possibility to have my mother as my sponsor?
