JSA over 6 months?

Since when have rules for jobseekers changed? In regards to anything over the first 6 months whilst jobseeking can not be accepted as exercising treaty rights.
Does this effect someone who is going to apply for PR now and had been a Jobseeker in 2012 and 2013 after having worked for 11 months before being made redundant.
