WRS, Reg. certificate, Home Student no CSI?

Dear All,

The more I read the more confused I am. It took me good few months to go through all documents, guides and requirement lists in order to provide all documentations for Home Office for EEA (PR) application.
I've been few times to Citizen Advice Bureau to make sure that I've got all documents and for advise.
However, I pretty much lost all my common sense and came back to square one after reading (on many different websites incl. gov.) about CSI. I've spoken recently to several government bodies such as Citizen Advice Bureau, Student Finance or NHS EHIC helpdesk but no one really knows about CSI and how to explain my circumstances. Well, if they don't know then I have no idea who can...maybe I should contact Mrs. May directly
My situation is as follow (single mom, one dependent child):
- Entered UK in July 2007 - I've got WRS, NIN, Paperwork when registered with Bank, GP etc.
- Obtained (my son & I) Registration Certificate Dec 2009
- Started Full Time University on Sep 2011 (worked full time until Jan 2012)
- Worked June-Sept 2012 (during summer holidays)
- Graduated in May 2015
- Self Employed / Employed afterwards till present...
Additional information:
- In May 2012 I have passed the Right to Reside and Habitual Residence Test
- As a Student I had the status of Home Student
- My son has continuous proved attendance by each school since 2009 till present
- We only have EHIC cards issued by UK since 2008
- I had/have a NHS Tax Credit Exemption Certificate Card
- I have all documentation from Student Finance regarding Maintenance Grants, Loans and Bursaries

....but I didn't have a CSI during my studies Sep 2012 - May 2015

Most bizarre thing is that when I was a student, I had an operation and used dentist service but no one at any point asked my whether I have any "special" insurance.

I've spoken to few HR advisors who deals with immigration law, and theoretically I should have had a CSI but with my circumstances (Reg certificate/Right to Reside and Habitual Residence Test/NHS Card/Home Student Status) it's not quite clear.
For me all that matter with CSI which suddenly appeared after Brexit fear seems clear as mud!

I would appreciate any logical advise and perhaps paragraphs, links related. Thank you

If you were doing studies or left work to pursue studies relating to previous job, then you could in essence qualify as worker and don't need CSI

Thank you Obie for your reply. I started university as Business student (Business and Administration) but transferred to School of Architecture (within the same university) after a year, and graduated in this department so it has no connection with my prior university work experience/history (used to work as Administrator). I left the work because I came across glass ceiling in my work career and wanted to change it but after a year I had a change of heart and realised that I'm more creative beast than economics rat
