notice of immigration decision refused please help

Completely out of my depth here, we were asked by a Polish couple with children to fill out an immigration form which we did with them. The result is that the husband has been accepted, he has been here over 5 years, but his wife and children have been refused it says refusal to issue a permanent residence card (no requirement to leave the UK). They have been here 3 years.

They can only apply for permanent residence once they have 5 years residence as a qualified person or EEA dependent.

Many thanks for the fast reply.
Can you explain what is meant by dependent, the mother has worked for the 3 years in the UK and the daughter has work for 3 years in the UK as well both paid UK tax, the son has been at college and now is an appretice mechanic. They all live with the father together in the UK.

If she wasn't working, she could have been dependent on the husband but as she is working and exercising treaty rights herself, she is a qualified person in her own right, as are the children then.

They can only apply for PR once they have 5 years of being a qualified person individually.

Not sure about the time the son was in college though, but that period he could be 'dependent' on either parent.
