i wrote to home office, they replied, you have to resort ur card and it will be considered as lost/stolen and will be cancelled.
and need to apply for BRP REPLACEMENT
my question is.
how long normal it will take
is it possible to apply in personal premium service centre? how long it will take to issue a new RC

Contact the
DX courier. Ask them for proof of delivery to the correct address.
If they have lost it, then shouldn't they be responsible for the costs of the replacement?
If the UKVI have mislabelled your package, then shouldn't the UKVI be responsible?

I contacted them, they are very rude to me and just said contact home office, only home office can investigate.
is it not mandatory to check the ID of the person who is receiving the item?

Why DX wrote:For peace of mind, all packages handled by DX are tracked – and GPS located - through to their end destination, with a signature obtained from the end recipient’s address should you need one.
They may ask for a signature. When you were tracking your package, did it show the correct destination address? They may be able to track it by GPS.

Probably better to write to them and keep copies of screenshots, etc. rather than talking with rude operators.

I wrote emails to both Dx and Home Office.
Rresponse from Home Office:
Home office sent me the images of signature taken and photograph of the building, and ask me to try to locate BRP here. otherwise send us the pictures of your door and and letter box etc for further investigation.
Response from Dx delivery: they are still asking me to contact Home office.
dear all
what will happen next, the building which is shown in the pic is not of my address.
do I have to pay fee for the replacement card and have to wait for 8 weeks.

I mean if the RC lost because of DX mistake, will Home Office send me new card without asking me to make an application for BRP RC.

The UKVI haven't yet accepted that DX made a mistake. So, let's try to get to that point first. One step at a time.
