EEA Family Permit for under 18 stepson

Hi,
I'm an Irish national exercising treaty rights in the UK. My husband is an Egyptian national and holds a EEA Family Member Residence card. We were married in 2016 and have been living together in the UK for 3 years now.
My husband has a 12 year old son that lives in Egypt. He's been raised by my husbands brother (complicated family story) but now that he's a little older he's keen to come spend some time in the UK with us and see how it works with a view to living with us permanently.
A few questions as the majority of guidance re the family permit route seems focused on partners rather than children
1) Can we apply online on his behalf, we're in the UK and he's in Egypt. I'm worried about the logistics of applying for him here as he's only 12 and can't apply himself and my husband and i need to provide all of our information so we don't want to ask his brother to complete everything. Also their English isn't great so applying would be difficult.
2) Are we able to submit documents etc online or would we need to be with him in Egypt and complete it there and provide originals? How do family members apply from outside the UK when the family members passport etc needs to be provided?
3) We have all of our passports, my husbands residence card, my registration certificate as en EEA national exercising treaty rights, childs birth certificate showing my husband is his father, proof that i'm working. Does that seem likely to be enough? From the guidance it does look sufficient but i'm not sure whether anyone's had any particular difficulty with applying for a child.
If there's any other advice or pitfalls anyone can share that's been in a similar situation we'd be very grateful
