EEA Family Permit for Non-EU Family members (visiting UK)

Hi,

I am a Tanzanian married to a Bulgarian citizen for over 9 years. At the moment we are not living in Bulgaria, so I do not have Bulgaria's residence permit. We (my wife, my baby and I) are planning to visit UK during August for almost 10 days. I have already filled in and paid the fees for general visitor visa [baby and wife do not need visas as they hold Bulgarian passports) and awaiting for an interview in Shanghai. I was told that it would be better, less requirements and faster to get an EEA Family Permit but took me a while to find the "hidden" link in https://www.visa4uk.fco.gov.uk website.

The questions that I have is this: Is the EEA Family Permit only meant for those who intend to immigrate to UK or those who have jobs etc? Does touring UK a part of "exercising the freedom of movement within EU"? Is it okay if I just go ahead with general visitor visa?

I ask this because even though the website (https://www.gov.uk/family-permit/eligibility) clearly indicates that I am eligible if "The EEA citizen you’re joining must either: be in the UK already or be travelling with you to the UK within 6 months of the date of your application", the form clearly seems to indicate that EEA citizen is about to move to UK or is already in UK. We just want to tour.

Another headache has been filling the form and would seriously need some help of others who did it on-line. The on-line form does not clearly specify where and who should fill the form. The off-line one does (it is mostly done for North Koreans). Any help in understanding the process of filling the form will be appreciated.

By the way if anyone has done this,[a visit to UK of a non-EEA family member together with EEA spouse through EEA family permit] it might be a good idea to share the experience.
