proof of address letter received in new address

Hello forum,

The council tax office of my former place of residence sent a paper copy of council tax bills for the time I was resident there (from 2009 to 2014) to my current address. I moved in my current address in 2015.
The letter header has my current address in it, the paper body has my former address, dates, amount due.

Is this a valid document for HO proof of residence (from 2015 to 2015)?
