Refused PR Please advise

Please can someone advice me on how to appeal against the refusal of PR card due to failure to provide evidence of medical insurance during period of study.
I am a single Swiss national, I came to the UK April 2011 with my three children. I registered with job seekers 3/5/11. I started work 7/6/11 and stopped work 26/9/14 due to employer relocating. During the period of employment, I started a part time postgraduate programme on 21/9/13 to 18/4/16 unaware that I would require a health insurance. I and my children have been refused PR card on the grounds that although the HO is satisfied that I held sufficient funds during the period , however I have not provided evidence of medical insurance for myself and children therefore I have not evidence that I exercise treaty right during the period of study. Hence my application has been refused.I was given the right to appeal.
I have 4 siblings in the UK who are British citizens and I have a mortgage can this aid my appeal.
