After residing more then 5 years In uk my partners eea family permit will expire this year. Is it true that if he wants to apply for pr, that he has to provide documentation that I (his sponsor) have excercised the treaty rights for 5 years? That will be my employment history then but what do I need to send from him? e.g proof of residence etc.

Yea, evidence you have exercised treaty rights must be submitted plus proof of your identity (bank statements, pay slips, P60, accommodation docs etc)

Have you read the form?

Does this mean they only require proof from me and not from my non eea national husband?

In term of employment or being a qualified person, it is ONLY the EU citizens' documents that are relevant to prove the non-EU partner qualifies.
