Can I travel while waiting for my residency card

Hi everyone,
Just a quick question. My partner (Australian) has applied for the EEA-EFM residency card. Her Family permit has expired and we are still waiting for the Certificate of Application, once we have this and our passports we would like to travel outside UK.
The Question is: Can she re-enter the UK holding just the Certificate of Application and her passport?
