I have now got permanent resident card UK and my dad is EU member (German nationality) can me or my dad sponsor cousins from outside EU? either on permanent or visit visa.

what form needs to be completed?

Are the cousin's dependent on your father and have they been dependent on your father outside the UK?

Where are the cousins living now?

How many cousins are you asking about and how old are they?

Is your father a qualified person in the UK exercising treaty rights?
