Decision letter missing

Good evening good people. I submitted my eea application in January 2017. I receive my passport and documents today without a decision letter. Just wanted to know if this was the norm and what to do next.

Have you done your biometrics if you are non eea?
Or if you are a eea national then have you paid £65/ fee?

Good morning, thank you for the reply. Yes I did my biometrics some months ago and I even received my coa too.
I checked the update service online and it said it was decided on the 23 of July and I would receive a decision in ten working days. So I was expecting a decision but when the mail came it was my passport and all the supporting documents without a decision letter.
