FLR - Visa extension

My wife's visa will expire on October and we were told that she needs to extend it about 28 days before it expires. She also applied for her visa in the Philippines at the same time as her friend and they both were issued a Spouse visa the same month and they will expire this October

But today my wife checked her Facebook page and she saw a Post by her Friend, who posted she has just extended her visa today.

My wife and her friend are both in the same boat regarding the visa. So, nothing is different except her friend extended her visa before the initial 28 day rule. I'm not sure if the rules are changed now. We are very confused. I tried to call the visa extension number today, but seeing as its the weekend, they aren't open.

The only difference is, my wife's friend applied in Cardiff and my wife will apply in Liverpool

Can we extend my wife's visa now if we apply in person at the Premium Service Center? and how do we pay the Immigration Heath Surcharge if we apply in Person?

What date was the visa issued (including the year)? Your wife appears to have a shortfall in the 2.5 years. Did she delay travelling to the UK?
