Non eu citizen Planning to migrate to uk, married to eu

Hi i hope anyone can help me on this
Im a malaysian, married to a french n currently living in france. We decided to migrate to uk so our childrens can go to school there.
The problem is my husband is eu national n im non eu. My husband havent found a job yet there but we already got a house by the hrlp of an agent there.
When i read abt eea family permits, it required financial evidence or evidence to show ifmy husband working there. We are planning to migrate first then he will find a job. So he cant provide any employment evidence for the visa that im about to apply. Can i just submit the form without this supporting document on employment?
