EEA (QP) on worker (employed) Public Funds section

Section 9 - Public funds (state benefits)
Why is this a requirement to fill if someone is a worker? My wife claimed housing benefits around 5 years ago. I don't see how this would be relevant if she wants to apply for EEA(QP) based on her employment that she's had in for the past couple of years and not claimed benefits.
Can someone shed some light please, is this necessary to fill in if from a long time ago? We can't find the documents for the benefits anywhere.
